Horia Paul Terpe is the Executive Director of the Centre for Institutional Analysis and Development – Eleutheria (CADI-Eleutheria), a foundation and free-market think tank based in Bucharest, Romania, which is active in the field of free-market education and public policies, human resources development, entrepreneurial and professional education and public policy consulting.
Horia Terpe completed BA, MA, and Ph.D. in political science at the National School of Political Studies and Public Administration, Bucharest, the latter obtained with the thesis “The Construction and Reconstruction of Local Democracy. An Institutional Analysis of the Obști and Communes Local Political Arrangements” (2011).
As a result of his work in academia, government, and consulting, Mr. Terpe gained extensive experience in the theory and practice of public policy and institutional design.
